However, EU influence is more limited than in member and accession countries and considerable uncertainties exist during the implementation process. Therefore, it can be assumed that implementers have considerable leeway to shape, filter, distort or even frustrate EU initiatives from early implementation stages in Brussels all the way down to the local level in non-member states. Following the characterization that ‘implementation is the continuation of politics by other means’ (Bardach 1977: 85), it is necessary to investigate the “world of implementers”, their interests and ideas that shape interorganisational activities when implementing EU external policies.
